The MBBS/BDS entrance examination conducted by the State Health Department and scheduled to be held on May 30 has already begun to run into choppy waters with the JAC formed in connection with the conduct of the entrance test finding loop holes in the rules and regulations issued by the Government.
Speaking to newsmen at the DM College canteen today, JAC president Dr AK Chisti said that rule number 20 of the Manipur Gazette No 35, dated April 28, 2004 makes no sense at all and will only defeat merit and talents of the candidates.
Rule Number 20 of the Gazette as published by the Government reads, �In the event of sufficient number of candidates of a particular category not being available in the select list to fill up the available seats, there shall be a second competitive test open/fresh advertisement�.
Such a rule makes no sense at all, said Dr Chisti and questioned the wisdom of coming up with such an option.
Moreover such a policy will also categorise the candidates as having passed in the first test and the second test.
The new rule also contradicts rule number 17 (III) C of the Medical Council of India, which has clearly stated that vacant seats of general candidates may be filled by SC/ST students and vice versa, added Dr Chishti.
Picking at other flaws in the rules framed for the entrance test, the JAC president said that the suggestion that candidates may be asked to darken the encircled space against the correct answer is open to manipulations.
The instructions to the candidates read, �Provided that in the case of computerisation, there will be 5 circles against each question in the answer sheet and the candidate should darken the circle for answer marked a) b) c) or d).
The circle NA is meant for non-attempted question�.
Dr Chishti said that this option will leave open space for manipulation and cheating and added that it would be much more positive for the students to write down the answers of the their choice.
