Two Chinese sans PAP freed after 3 days remand

Two Chinese Nationals, who were arrested from foreigner checkpost of Tulihal International airport for not possessing Protected Area Permit (PAP) on October 7, were released by the Court today after imposing a penalty of Rs 10,000 each .
The two Chinese Nationals identified as He Xiong (32) s/o He Yu Sheng of Xinshao Province, China and Liu Zhixin (37) s/o Liu Hui Liang of Shekou Nanshang area, Shen Zhen Guandong Province, China, were produced before the Court by a team of Singjamei police station after three days police remand .
A summary trial was held against the two individuals and they pleaded guilty before the Court regarding the charges levelled against them .
After hearing the submission of the APP of the State and the two Chinese Nationals, the Court released both of them by imposing a fine of Rs 10,000 each .
The two Chinese Nationals were detained on October 7 at around noon, from foreigner check post of Tulihal International airport while trying to board a flight to Kolkata from Imphal without any PAP .
During preliminary interrogation, the two individuals stated that they came to Manipur on October 3 from Kolkata without PAP .
Hence they were both arrested at around 3.30 pm and handed over to Singjamei police station for proper investigation .
In police custody, they disclosed that they are travellers who are also working for a Chinese company located at China and they did not have any information about PAP issued by the Ministry of Home Affairs/ Foreigner's Division .
The police report mentioned that the investigation revealed that the Chinese Nationals came to India for the purpose of travelling and visiting well known locations in and around India.
They had proper Visa and passports for travelling in the country, but they came to Manipur on October 3, without PAP, and stayed at Hotel Imphal till October 7 .
Possession of PAP is a must for any foreign National or citizens from Afghanistan, China and Pakistan, while visiting Manipur, Nagaland and Mizoram.
