State admits case report goes missing; instructs OC to file FIR

Government of Manipur has expressed its inability to submit inquiry reports of some prominent cases as sought by the Supreme Court of India in the matter of "Extra Judicial Execution Victims' Families Association & another Versus the Union of India and another." Of the total 27 inquiry reports sought by the Supreme Court, seven were yet to be submitted by the State Government while one has been missing till date.
According to a reliable source, Manipur Principal Secretary (Home) Dr J Suresh Babu filed an additional affidavit on behalf of the Government of Manipur in which he stated that in compliance with the directive, the State Home Department in 2013 submitted 10 inquiry reports of cases handled by the District Judge on the instruction of the High Court and seven reports of cases inquired by a Judicial Officer under the Commission of Inquiry Act, 1952.However, seven reports of the cases were not submitted due to "certain inconveniences".
These reports include cases related to incidents involving Loken and Lokendro (23-12-1980); C Paul and C Daniel (10-03-1982); Operation Blue Bird, Oinam (July-August 1987); Laishram Bijoykumar Singh (05-06-1996); Yumlembam Sanamacha (14-02-1998); Tayab Ali (25-07-1999) and Kabrabam Premjit and Elangbam Kanto Singh (24-04-2008) .
From another 10 cases inquired by Judicial Officers under the Commission of Inquiry Act, 1952, the case report related to incident involving K Bimol Singh (29-10-2004) was not submitted by the State Government as it was stated that the matter was placed earlier before the State Cabinet but it was returned to Home Department with the remarks for placing it before the cabinet after the 2007 General Election.
Till now the case was yet to be traced.
It may be mentioned that the Inquiry report was submitted by the retired District and Sessions Judge C Upendra under the Commission of Inquiry Act, 1952 in connection with the death of K Bimol Singh in 2004 .
However, the same report could not be traced till date by the Home Department and the department has asked the Officer-in-Charge of Imphal Police Station to register an FIR and order a probe into the missing file case.
It may be mentioned that Bimol, a 24-year-old youth from Moirang in Bishnupur district, who was travelling on an Imphal-bound bus, was allegedly dragged out by a police team at Nongren in Imphal East at 10 am on December 29.His body was found the same afternoon at Nongren.
