HC stays integrity certificate issued by Vigilance Dept

The High Court of Manipur has stayed the integrity certificate issued by the Vigilance Department to Nungba AC BJP candidate Dinganglung Gangmei alias Dipu Gangmei (retired IAS) .
The Court of Justice L Jamir stayed the certificate and also passed an interim order to stop processing Dinganglung's resignation any further.
Dinganglung had retired from service on January 11 this year.
On February 2, The Hindu published a report of Lok Ayukta, which described evidences of misappropriation of funds sanctioned under the 14th Finance Commission, 2017-18 and cited it as criminal corruption.
Thus, the government of Manipur was directed to register a case against BJP candidate and ex-IAS Dinganglung Gangmei alias Dipu Gangmei and 21 others.
Accordingly, charges were filed against the accused officials under Section 5 of the Manipur Public Servant Personnel Liability Act, 2006 .
The Lok Ayukta further noted that the Tamenglong ADC allotted development projects, which included construction/development of IVRs, water tanks, public toilets, waiting sheds, drainages and playgrounds, to an implementing agency despite many defaults or errors in the process.
The Lok Ayukta then said that a non-local IPS officer should investigate the case and thus, using its special powers, it directed CP Kamjong Ravi Choudhari to investigate the case.
The Lok Ayukta further informed the CS and DGP to ensure the assigned investigating officer is not disturbed, while directing for the case to be taken up by Crime Branch Police Station, Imphal.
