Imphal, May 12 2021:
Human Rights Council, Manipur (HRCM) has demanded immediate arrest of all the culprits involved in the killing of Phisabam Ruhani and award them befitting punishment as per law of the land.
HRCM secretary advocate Rabi Khan told media persons at HRCM office on Wednesday that 19-year-old Phisabam Ruhani, daughter of Ph Burhauddin of Uchiwa Nastao Awang Leikai was found dead at her would-be-groom's house on May 11 morning under mysterious circumstances.
Trial of Ruhani's death case should be conducted at Fast Track Court in a time bound manner and all the culprits involved should not be allowed to go scot-free, Rabi Khan said.
HRCM has lodged a formal complaint at Manipur Human Rights Commission requesting to conduct spot enquiry at the earliest possible time.
Rabi Khan also demanded that the post mortem of Ruhani's body be performed with full video coverage in the presence of an executive magistrate and at least one doctor trusted by the family and one and two members of the JAC must be allowed to witness the entire procedure.
The report of the post mortem should also be made available to family of the victim, he said, adding that IO of the case should not be transferred before submitting the charge sheet.
Rabi Khan appealed to people not to provide shelter to those involved in killing Ruhani and strongly called for initiating legal action if anyone found giving shelter to the culprits.
All Meitei Pangal Clubs' Organisation, Manipur (AMPCOM), All Manipur Muslim Development Organisation (Hatta War Cemetry Road) and Pangal Students' Organisation (PSO) also raised suspicion over the death of Ruhani at the house of her would-be husband Md Sabir alias Saruk Khan Chesam (27), son of Md Abdullah Chesam of Santhel Mamang Leikai.
In a release, AMPCOM strongly condemned the death of Ruhani which reeks of foul play and demanded the government to investigate the matter at the earliest.
AMPCOM takes such cases of crime against women very seriously and will extend all support to the JAC formed against the killing for seeking justice, it added.
In another release, PSO publicity secretary Md Imran Khan strongly condemned the incident and demanded the government to punish all the culprits involved in the case as per the law of the land.
It also drew the attention of the government towards the need for passing more stringent laws so as to punish criminals involved in crimes against women and children.
