Imphal, January 28 2015:
All Manipur College Teachers' Association (AMCTA) has demanded "removal" of present Commissioner of Higher Education P Vaiphei from the Department.
In a press release, AMCTA general secretary Ch Rajen said the incumbent commissioner has been in office from the end of 2012 and held the office of Director till October, 2014.During his two-year tenure, the department has gone from bad to worse, alleged AMCTA.
The association alleged that Vaiphei's bureaucratic approach have been the sore point based on complaints lodged by college teachers.
AMCTA said it desired a transparent and accountable system in the higher education sector.
AMCTA also accused the incumbent of not following the procedures of the directorate and alleged that in the name of monitoring the grants of UGC, he issued notices and interfered in the process of applying infrastructural grants by college principals.
His action has led to college principals desisting from applying to UGC for infrastructural grants, alleged AMCTA.
The association also alleged that State Higher Education Council (SHEC) has been constituted only in the official documents.
Huge amount of Preparatory Grants for RUSA remains unutilized, said the release.
AMCTA asked how the huge amount of Rs.2.7 crore released in 2014 was going to be utilized within three months, i.e.till March 2015 .
The issue of transparency is pertinent because Government of Manipur has been in the process of converting Dhanamanjuri College into Dhanamanjuri University under RUSA, said AMCTA.
