Three children observation homes inaugurated

Three observation homes for boys and girls constructed under Integrated Child Protection Scheme (ICPS) in Imphal West, Bishnupur and Thoubal were inaugurated today by Social Welfare Minister AK Mirabai.
The observation home of Imphal West district christened Leikol is exclusively for girls and it was constructed by one Sana Ibema at Langthabal Lep Mayai Leikai under the sponsorship of the Ministry of Women and Child Development, Government of India.
The observation home constructed at Maibam Chingmang, Bishnupur by Women Income Development Association is for boys and it is named as Loktak Ima Observation Home.
The observation home set up at Samaram, Thoubal is also for boys and it was constructed by the All Backward Classes and Economic Development Organization.
All the three observation homes were inaugurated by AK Mirabai today.
Speaking at the inaugural functions, AK Mirabai said that the observation homes inaugurated today were sanctioned by the Government of India under ICPS 2014-15 .
As it is illegal to detain girls and boys below 18 years of age even if they have committed unlawful or anti-social activities, the observation homes are being set up so that they can be corrected and brought to the mainstream society.
There are 26 children homes in Manipur which are funded by the Government of India and monitored by Social Welfare Department.
Due approval has also been obtained to set up four children homes in four hill districts of the State, stated Mirabai.
It is the duty and responsibility of those people who have been running these observation homes to rehabilitate and guide all the boys and girls who have committed anti-social or unlawful activities at one point of time or another.
It demands commitment and dedication on the part of those people who have been running observation homes to reprimand, correct and bring back to the right path all those young boys and girls who have gone astray, Mirabai asserted.
Saying that there was an instruction from the Centre to reduce the number of NGOs registered with the Government of Manipur, Mirabai advised all NGOs to fulfil all the criteria set by the Government of India.
She also sought public cooperation towards all the programmes taken up by Social Welfare Department under Juvenile Justice Act.
MLA N Loken, MLA RK Anand, MLA O Landhoni, MLA S Bira, Thoubal DC T Ranjit, Thoubal SP K Radhashyam and Social Welfare Director Rangitabali were also present at the inaugural functions.
