Imphal, April 07 2013 :
Former MLA Okram Joy Singh has strongly advocated public involvement in rounding up Junior Research Fellow Ningombam Satyabhama's killer.
Rather than the popular concept that such cases should be handled by the police the general public too need to contribute their mite in ensuring that the guilty person(s) do not go unpunished, said the former MPP legislator while talking to newspersons today.
Terming the murder of Satyabhama as one of the most heinous acts, he opined that the brutal crime reflects lawlessness in the State.
Joy also contended that with the police force mostly engaged in combating insurgency-related issues civil cases remain ignored as investigations lack intensity or are left incomplete.
Regarding alleged negligence in civil cases, he claimed that ineffectiveness of the Law Department's Director of Prosecution and incompetency of jail authorities in jail administration are some of the factors for unwanted events frequently taking place in the State.
Expressing confidence that the State police would eventually succeed in rounding up the murder suspect(s), Joy suggested that a top police officer supervise the investigation to ensure justice is not delayed.
He also proposed that an effective legislation be put in place to prevent recurrence of such heinous crimes.
