ADC polls after delimitation exercise

A state cabinet meeting chaired by chief minister N Biren on Monday night approved summoning of the third session of the 12th Manipur Legislative Assembly from February 2, and tentative schedules for Urban Local Bodies election in March and rural local bodies in April first week.
The cabinet meeting which began from around 9 pm and continued till midnight discussed 46 listed agenda along with some unlisted agenda.
Interacting with media persons on Tuesday, government spokesperson and health minister Dr Sapam Ranjan informed that the second session of 12th Manipur Legislative Assembly was adjourned sine die on August 5, 2022 and prorogued on October 4 last year.
The third session will have the Governor's address on the first day since it will be the first session of the New Year.
Detailed schedule and number of sittings will be decided by the Business Advisory Committee of the state assembly.
The cabinet meeting also worked out a tentative schedule for holding local body elections and polls for ULBs will be held in the first week of March and PRIs in the first week of April.
On the other hand, ADC election will be held after the delimitation process and the exercise is likely to conclude by March or April.
A tentative schedule will be declared shortly after assessing the progress of the delimitation exercise, he said.
The cabinet also approved service extension or re-engagement of some select retired officers for administrative convenience.
The decision was taken on the ground of their performance and requirement in the department.
Service for joint secretary (revenue) Y Rajen will be extended for one year from January 1, 2023 .
The cabinet also approved re-engagement of Manipur Police Housing Corporation chief engineer S Romendro, Joint Secretary (home), protocol officer and MOBEDS chief engineer for one year on contractual basis.
It also approved appointment of Khaidem Shyamkishwar, son of late Khaidem Ibocha, former Khalasi in forest and environment department, under died-in-harness scheme.
Monday's cabinet also approved recruitment of several posts in different offices and departments on contractual basis.
These include 62 posts in Manipur State AIDS Control Society; 97 in Paediatric Care centre, RIMS opened under Rashtriya Bal Suraksha Karyakram; 90 Section Officers (SO) in PWD; 18 in relief and disaster management; 91 SO grade-I, seven SO Grade-II & 50 MTS staff in PHED; and 10 drivers on daily wages in GAD.
The cabinet also approved 31 posts through MPSC and 36 posts of Group B, C & D in order to upgrade Forensic Science Laboratory.
The minister further informed that the cabinet also approved draft policy for Manipur Start Up 2.0 and launching of Chief Minister's Entrepreneurship Support Scheme to support entrepreneurs.
Under the new scheme, financial assistance with 30 per cent subsidy will be provided to entrepreneurs in both manufacturing and service sectors.
It also approved setting up of a Sainik School in Bishnupur on Public Private Partnership (PPP) model, Dr Ranjan added.
