AAP demands justification on random transfer

Expressing deep concern on the random transfer of honest and sociable state public servants (IAS/MPS/IPS etc) by the state government, the Aam Aadmi Party (AAP) Manipur has today said that most of the honest and talented officers in the state are not allowed to serve the public with accountability and freedom.
Citing the Supreme Court ruling on random transfer and posting of Bureaucrats / public servants by the politicians, a statement of the AAP Manipur alleged that the state government has not followed the apex court's order.
It said the Supreme Court in 2013 ruled that 'Public servants are not the private servants of the politicians and no public servant should take verbal order from the politicians, as they will be liable for any eventuality' .
The random and untimely transfer of honest, dedicated and amicable officers like Suhel Akhtar, Mr Devesh Deval and Ashok Kumar IAS, and the recent transfer of Mr P.K.Jha IAS, D.C of C.C Pur and Mr Robert Singh Kshetrimayum D.C, Chandel, without considering their tenure of posting, is a demonstration of the anti-people attitudes of the state government, it charged.
The statement added that 'most of the honest, dedicated, efficient bureaucrats in the state were confined within the four walls of the state secretariat, unable to utilize their expertise and talents, and those gullible and corrupted officers were let loose to control and loot the various central funds.
Such wayward conduct of the government attracts "contempt of Court", it said.
Meanwhile, K.Zou, AAP candidate in 2014 Loksabha Election, and a social activist demanded explanation from the government on how some IAS/MCS/IPS officers known for corruption and exploiting common people remain in offices for several years, whereas, those honest and sociable Public servants are transferred from their place of posting even without completing a year of posting.
