Union opposes bid to discredit veterinary director

All Manipur Veterinary and Animal Husbandry Field Assistants Employees' Union has raised strong objection against attempt to discredit the newly appointed director of the department Dr Chabungbam Nandakishwar.
In a statement, the union termed as lamentable that a baseless statement attempted to malign the director's image was published in some local media on July 17 .
Dr Nandakishwar was appointed as director in-charge of the department on July 8 after proper verification of his service records and assessing vigilance clearance.
He fulfils all the criteria and he is also the senior-most and most efficient among the existing joint directors of the department.
The baseless statement published in media made a false claim that appointment of director in-charge requires 'non-pendency of FIR case' whereas the rules says 'non-pendency of FIR cases which has been taken cognizance by magistrate'.
As per provisions of the rules, there is no pending FIR case, which have been taken cognizance by a magistrate against Nandakishwar and as such there is no contradictory point in his appointment as director in-charge, the union said.
It then enquired why the persons behind the false statement did not produce any document or affidavit of pending criminal case in any court to support their claim.
Deputy director Dr Sharungbam Indra Singh filed a police complaint against Dr Nandakishwar and six other employees of the department at Potompat Police station in 2013.Later, Porompat PS had submitted final reports twice in the case to chief judicial magistrate Imphal East citing 'insufficient evidence as well as non-cognizance to police' while stating that there is no pending case in the PS in relation with the complaint.
Dr Sh Indra had faced a departmental enquiry in 2009 and he was suspended from his service.
The government appointed Dr Nandakishwar as the presenting officer of the departmental enquiry and six employees stood as witness before the panel.
Dr Nandakishwar and the six employees were named in the police complaint raised by Dr Indra and it would not be wrong that he deliberately filed the police complaint on personal vendetta, the union said while urging all concerned to refrain from making such false statement but to pay attention to official works.
