'SoO UGs extort money in collusion with SF'

In a stark disclosure made by a cadre who is currently in the custody of RPF/PLA, the cadres of underground outfits under Suspension of Operation (SoO) extort money from general public in collusion with the security forces.
Talking to media persons somewhere in a hill district, the cadre identified as Thoudam Umakanta, s/o Chaoba of Khurai Thoudam Leikai said that he joined RPF/PLA in 1997-98, but he developed links with one self-styled Deputy Finance of PULF Chingkhei in recent years.
Thereafter, he began to extort money from general public and carried out bomb attacks under the instruction and protection of Major Jiteshwor of 30 Assam Rifles Post at Chingarel, SI Premchand from Singjamei and SI Phulchand from Top Khongnangkhong.
Both Sub-Inspectors are working in Imphal East District Police Commando Unit.
He further disclosed that those security officers possess letterheads of all underground outfits and reproduced the letterheads whenever they require through computerized printing.
They even utilized the arms and ammunitions recovered from the underground cadres while carrying out attacks on general public.
The bomb recovered from a cadre of RPF/PLA from Keirao Litan Makhong was money in used to trigger bomb blasts at JNIMS and other places, Umakanta disclosed.
After carrying out certain tasks under the command of these security officers, he surrendered to the State Government for peace talks under the leadership of Athouba of KYKL (MDF).
Later, he was appointed as the commander of the temporary designated camp located at 42 Assam Rifles Post, Chandel.
The Assam Rifles further handpicked some cadres out of about 68 surrenderees and used them to extort money from the public.
Major Brijesh of 42 Assam Rifles sent several wine bottles to the OCs and influenced them in verifying arrested people as militants.
Almost all surrendered cadres are drug addicts and minor criminals and they have nothing to do with the revolutionary movement, the cadre stated.
The surrendered cadres of KYKL (MDF) included President Athouba alias Gopeshwar, Home Secretary Ibobi alias Nongpoknganba, Army Chief Roy alias Amuthoi, Deputy Army Chief chief Chingsuba alias Benzamin and Publicity Secretary Malemnganba alias Sanjoy, he said.
Umakanta further added that the surrenderees do not find much difficult in making extortions as they possess ID cards issued by CID of Manipur Police.
