The State Vigilance Commission has detected the case of an employee in the Commerce and Industries Department who misinformed the Government to reserve the post of the General Manager (Cement), for himself.
According to a reliable source, the case of one Sh Ibotombi Sharma, who joined the Department in 1984 as a Geologist on adhoc basis but gave wrong information to the Government on the recruitment rules of the Department so as to ensure his appointment to the post of General Manager (Cement), has been detected by the Vigilance Commission.
The service of Ibotombi was regularised in 1986 and the Govt later appointed him as the adhoc General Manager (Cement) for a period of six months on March 31, 1999 .
Subsequently, he also went on to take over additional charges of the head of office and DDO.
While he was still the adhoc General Manager (Cement), Ibotombi had applied to the then Commissioner of the Department for regularising his post.
He had also misinformed that there were no recruitment rules for the said post.
However, during the course of the investigation, Vigilance has found out that apart from Ibotombi not qualifying for the post, the recruitment rules of the post in question had been framed and effected since 1988 .
After occupying the post of the General Manager (Cement) for around 10 years by Ibotombi, it had been abolished
in 2003 .
Yet, Ibotombi is still in service, the source said, adding that the Vigilance has also detected irregularities in the extension of his adhoc service till January 24, 2001 .
At the time of regularising the service of Ibotombi, the then Commissioner had been asked for the recruitment rules of the Department.
But one Max Guite, who is an ASO then, without verification reported back that there were no recruitment rules.
For their misdemeanour, the Vigilance Commission has recommended to the Government for initiating departmental inquiry against Ibotombi and Max Guite.
