ZSUM unearths fund misappropriation by contractors

The Zeliangrong Students' Union Manipur today alleged that rupees in terms of crores have been siphoned off by non-performing work agencies in collusion with the certain contractors and agents of local politicians.
A statement of the union signed by its chairman, Phillip Kamei and secretary Chunthuigai Kamei said that they have find misappropriation of the development funds a on spot enquiry mission at various scheme sites in the Zeliangrong inhabited area.
It alleged that public fund amounting to Rs one crore or more had been drawn without wrok by Ph Adai, special contractor in the names of construction of a 5 km distance along the NH-53 (A), that is, Old Cachar Road/Tongjei Maril between Leimatak bridge and Luwanglon Khullen.
The sanctioned was meant for pucca road under SPA-2009-10, it alleges.
An amount of Rs 2.70 crores meant for road imporvment work from Gaidimjang (I) to Khoupum (II) under PMGSY 2009-2010 has also been withdrawn without completing the work, after completing less than 20 % of the work.
Rs 50 lakhs for construction of IB (Inspection Bungalow) at Gaidimjang, Khoupum valley under SPA has also been withdrawn before completion of the work.
Not only this, construction of culvert at the road portion from Zoujangtek to Tubung Cemetery of Old Cachar road has been left neglected after the fund had been withdrawn by Angam Pamei, special contractor.
Due to lack of quality control in the construction of Nungba Guest house by special contractor Ajon Gonmei left the new building on the verge of collapse.
The ZSUM team visited the site and found the pillars shaky and unsteady.
Apart from this they also found staff absent in the Khoupum BDO office, higher secondary and high school.
For the BDO, the liaison office is at Keishamthong Kabui village, Imphal.
It is a fact that local MLA and the chief minister agreed to save the BDO and those irregular staff of other offices.
The ZSUM will not remain silent spectator if the authorities concerned including the state vigilance department fail to take up immediate action.
