ATRPFM demands pension benefits for ADC employees

The All Tribal Rights Protection Forum Manipur (ATRPFM) has threatened to take up necessary course of actions, including a writ petition in the High Court of Manipur, if the State Government continues to "deny justice" to the ex-employees of Autonomous District Council (ADC).
A press release issued by the information secretary of ATRPFM today alleged that the employees under the ADCs, have been deprived of their rights to service pension till date which is discriminatory, arbitrary, bias and unconstitutional.
ATRPFM alleged that, on behalf of all employees of Autonomous District Council, Manipur, it had given sufficient time to implement the scheme, however, the State Government has continued to brush aside the matter.
It explained every employee who is paid from the consolidated fund of the Government or State fund is entitled for service pension and other service benefits.
Pointing out that the right to service pension is a statutory right, the association alleged that the State Government has failed to extend the pensionary benefits in favour of ADC employees of the State till date.
Claiming that the rules for giving service pension to the ADC employees were framed but kept on hold on various occasions, ATRPFM alleged that it is shameful on the part of the Government that they question their own laws and rules.
The tribal rights body added that the said rules "shall be deemed" to have come into force on the first day of July, 1991.However, the State Government had failed to implement the same, it further alleged.
According to the ATRPFM, the ex-ADC employees are still deprived of their entitlements without service pension till date.
Mentioning that the association has already submitted a memorandum regarding the matter to the authority concerned, it conveyed that there has been no positive response till now.
ATRPFM alleged the State Government of deliberately denying justice sought by the ex-employees and as such warned that it will be compelled to take up necessary course of actions.
