Govt extends curfew, partially eases curbs

Imphal, May 28 2021:
The state government has extended the order dated May 17 imposing "Curfew" in the districts of Imphal West, Imphal East, Bishnupur, Thoubal, Kakching, Churachandpur and Ukhrul but permitted limited activities in some sectors.
However, the guidelines for restrictions on inter district movements in respect of Senapati, Kangpokpi, Kamjong, Tengnoupal, Chandel, Pherzawl, Noney, Tamenglong and Jiribam districts will remain in force till June 11 .
In an order issued on Friday, State Executive Committee chairman and chief secretary Dr Rajesh Kumar stated that the decision was taken considering the fact that number of infections from Covid-19 virus detected everyday continues to be very high relative to the population and it is cause of concern.
The list of activities already permitted in the earlier order issued on May 17 will continue to be allowed with few additional activities.
All secretariat and di-rectorate offices will start functioning with e-office and physical attendance of 15 per cent of staff from June 1 taking adequate precaution and strictly following Covid Appropriate Behaviour, it said.
The order continued that departments like media, Power, Fire Service, PHED, CAF&PD, Home, Health, Relief & DM, Forest, Environment & Climate Change, Finance and Treasuries and Police departments and district administration will continue to function as before.
Vehicle workshops of goods trucks, Petrol tankers, LPG bullets, etc., outside the Imphal Municipal Area can open from 8 am to 3 pm on all days taking adequate precaution and strictly following Covid Appropriate Behaviour.
Rice mills are also allowed to open subject to taking requisite precaution and stringently following Covid-19 SOPs, it added.
The order mentioned that opening of local vegetable vendors from 7 am to 10 am for purchase by the locals will be permitted on May 30, June 2, 5, and 8 .
The vegetable vendors must be seated at least 6 feet away from one another and should wear mask all the time.
Similarly, only one out of three grocery shops of the total shops/vendors in one location will be allowed to open on rotational basis from 7 am to 10 am on May 30, June 2, 5, and 8 .
If the shops or vendors are located in congested rows (on major roads like NH both sides may open), then only alternate rows will be allowed to open.
Queue system must be adopted by all shops and vendors, it emphasised.
The order further informed that wholesale shops of grocery and food essentials located in Thangal Bazar and Masjid Road will be allowed to open from 7 am to 12 noon.
On May 31, retailers from Imphal West district can purchase items from Thangal Bazar, while Imphal East district retailers must go to Masjid Road whole sellers.
Senapati and Kangpokpi districts retailers along with retailers from Kamjong and Noney districts can buy items on June 1 from Than-gal Bazar and Masjid Road respectively.
As for retailers from Ukhrul and Bishnupur districts purchases can be made from Thangal Bazar on June 3, while Tamenglong district retailers can buy from Masjid Road on the same day.
On June 4, Thoubal and Kakching districts retailers can make purchases from Thangal Bazar, while retailers from Chandel and Tengnoupal districts must buy commodities from Masjid Road, it stated.
The order continued that on June 6, Churachandpur retailers shall buy required items from Thangal Bazar, while retailers from Pherzawl and Jiribam districts must go to Masjid Road for purchasing.
Imphal West district retailers' cay buy products from wholesale shops located in Imphal West district, while retailers from Imphal East can purchase from wholesale shops situated in Imphal East district on June 7 .
Deputy commissioners concerned will issue movement passes for the retailers, it said.
The order also stated that Life Insurance Corporation with limited staff will open on Monday, Wednesday and Friday from 10 am to 2:30 pm to dispose time bound works.
Strict ban on vehicular movement will also continue even during 7 am to 10 am along with closing of three Ima Keithels, its adjoining markets and the local markets at Khurai Lamlong, Andro Parking, Lambulane, Kongba, Pishum thong, Kwakeithel, Nagamapal, Singjamei Bazar, Wahengbam Leikai and other major markets in other districts, it added.
The chief secretary further said that the deputy commissioners and superintendents of police will take necessary action to implement the orders strictly.
