ILPS Imbroglio : JCILPS gives Govt 15 days to pass fresh ILPS bill

Imphal, July 15 2015 :
Joint Committee on Inner Line Permit System (JCILPS) on Wednesday demanded the State Government to introduce a new ILPS Bill in the Manipur Assembly and get it passed within 15 days.
The committee in a letter written to Chief Minister O Ibobi rejected his announcement that the Government would take three months to table a fresh ILPS Bill in the House, a statement of the committee said.
The controversial Manipur Regulation on Visitors, Tenants and Migrant Workers Bill 2015 (MRVT&MW) Bill was withdrawn by the Government by convening a Special Assembly Session on Wednesday.

In the House, Ibobi announced that a new ILPS Bill would be introduced in three months' time stating that the Government would take time in drafting the bill for which suggestion and opinions of legal and Constitutional experts, stakeholders and members media are considered necessary.
Ibobi invited the JCILPS leaders to a meeting after the special House Session.
However, the JCILPS turned down the invitation stating that it disagreed with the Government on the time-frame set by for the introducing the new bill.
In the letter to Ibobi, the committee demanded that the Manipur Assembly Secretariat should issue notification by 4 pm of July 16 for the next Assembly Session so that the Government can table the fresh ILPS Bill and get it passed in the House within 15 days.
The letter said the committee will not come forward for talks with the Government until all police personnel responsible for the death of Sapam Robinhood and for causing injury to protesters are punished.
JCILPS said it wants the Government to safeguard the interest of the indigenous people by implementing a strong legislation.
The committee also vowed its movement will continue and urged the people to join different types of democratic agitation to demand ILPS.
JCILPS accused the Government of planning to sideline the protest by announcing its decision to take three months in introducing the new Bill.
