Imphal, October 13 2016:
Chief Minister Okram Ibobi has announced that the Manipur Start Up Policy would be implemented soon so that educated, unemployed youth of the State can harness their skills and innovative ideas for economically constructive purposes.
The Chief Minister was speaking at the launching function of BLL Enterprises Pvt Ltd’s Leisna packaged drinking water and fruit juices at Koirengei today.
Manipur Start Up Policy would be tabled before a Cabinet meeting before it is implemented shortly.
Under this policy, the State Government would give support to educated, unemployed youth of the State to use their skills and innovative ideas for economically constructive enterprises.
It is impossible for the Government to give jobs to all the educated youth.
Unemployment rate is very low in all the South East Asian countries.
It is just around 3/4 per cent in China, he said.
Employment rates are so high in these countries because of thriving private entrepreneurs, not because of Government undertakings, said the Chief Minister.
The industrial unit opened by the BLL Enterprises Pvt Ltd after taking a loan of Rs eight crore is prospective but will need hard work and diligence, he added.
The same unit would not take off if it is taken up by the Government even at the cost of Rs 15 crore.
Questioning the fate of Nillakuthi Food Park which was taken up by the Government, the Chief Minister stated that around Rs 150 crore sanctioned by the Government of India was given as loans to a large number of youth under SEGP with the primary objective of promoting self employment.
On being enquired about re-payment of loans given under SEGP, Manipur State Cooperative Bank officials said that they were not in a position to pay salaries of their employees, Ibobi lamented.
Social Welfare Minister AK Mirabai who presided the function said that Leisna packaged drinking water and fruit juices would be able to provide employment to at least some unemployed youth apart from producing quality drinking water and juices.
MLA K Ranjit and MLA P Brojen too attended the function.
