DTO insists on HSRP

Imphal East District Transport Officer (DTO) Th Dinachandra has appealed to all the people of Manipur to comply with the Supreme Court ’s order of using helmets while riding two-wheelers and affix high security registration plate (HSRP) on all motor vehicles.
Speaking to mediapersons at his ISBT Khuman Lampak office today, Dinachandra said that a substantial amount of money was collected as fine during a drive carried out from October 8 to 11 by TCP, Transport Department and Manipur Police against riding two-wheelers without head gears and motor vehicles which have not been affixed with HSRPs.
During the drive, TCP registered 3313 cases for not using helmets and HSRPs and Rs 3,75,700 were collected in fine.
Transport Department registered 2318 cases and collected Rs 4,63,800 in fine.
Altogether 9491 HSRPs were affixed on motor vehicles between September 9 and October 11 in Imphal West and 578 HSRPs in Imphal East district.
In the wake of the drive, 75 per cent of two-wheeler riders of the State are now using head gears while 65 per cent of all motor vehicles have been affixed with HSRPs, Dinachandra said.
Imphal West TCP Inspector H Rameshwar said that disuse of helmets is responsible for 80 per cent of deaths in road accidents in the country.
The Motor Vehicle Act 1988 was enacted to reduce fatality in road accidents on account of not using helmets or head gears, he added.
