Imphal, May 02 2023:
Kangleipak Kanba Lup (KKL) has called for the appointment of a qualified RIMS Deputy Director alleging that the incumbent Dy Director does not fulfill the eligibility criteria for the post.
The statement was made by Luwangcha U Ngamkheingakpa, secretary general, KKL during a press conference held today at Jupiter Yambem Center, Paona Keithel.
Speaking to media persons, Ngamkheingakpa stated that RIMS issued a recruitment notification for the post of Dy Director on May 20, 2022 .
According to the eligibility criteria, applicants must have six years administrative experience and be on level 12 of 7th Pay Commission pay matrix.
The applicants were also directed to submit their bio data, a hand written application, character certificate and experience certificate.
The application should also have 5 years experience working at the level of an Under Secretary, he added.
At the time this notification was issued, the incumbent Deputy Director of RIMS was working in the capacity of an SO under the Ministry of Health, New Delhi, meaning that he was a level 8 employee, he added.
He claimed that efforts were then made to elevate him from the rank of SO to Under Secretary to make him eligible for the Dy Director post.
As such, the recruitment process was extended through a notification issued on June 20, 2022 which extended the form submission period upto July 2 .
He asserted that on the night of June 30, the Ministry of Health issued a promotion order, thereby promoting the former SO to the rank of Under Secretary.
Stating that the incumbent Deputy Director qualified in the interview that followed, he questioned how he did so without submitting the necessary documents such as character certificate.
Further, referring to the Deputy Director's current participation in the recruitment of LDC posts in RIMS, he demanded for this recruitment process to be halted.
He added that KKL will launch intense agitation otherwise.
He also urged the Chief Minister to look into the matter and remove the incumbent Deputy Director from his post and appoint a qualified person who is eligible for the post.
