Imphal, October 18 2016:
All Tribal Disables' Union, Manipur (ATDUM) today stated that it will file a PIL against Manipur University for not reserving seats for the differently abled persons and JNIMS for not issuing disability certificates on time.
Speaking to mediapersons at its office located at Dewlahland, ATDUM president Momo Tantanga said that according to the Central Educational Institutions (Reservation in Admission) Amendment Bill, 2010 was introduced on the same year to amend the Central Educational Institutions (Reservation in Admission) Act, 2006 (Principal Act) .
However, Manipur University has failed to reserve even a single seat for the differently abled persons.
As such, there is no way for the differently abled persons to continue their masters course.
"We have submitted a memorandum to the Vice-Chancellor of Manipur University on October 13 regarding the matter.
The same was also submitted to the Education Minister, State Commission for Persons with Disabilities, Union HRD Minister, Union Minister for Law and Justice and Chief Commission for Disabilities.
We will file a PIL if the authority concerned fails to response within a week," Momo said.
Required verification is conducted in JNIMS in order to issue disability certificates.
During the process, differently abled persons are to come in person for medical examination.
Before the certificates are issued, a meeting of the medical board is conducted where the differently abled persons are again asked to come in person.
Making it compulsory for the differently persons to attend the verification process twice is difficult and at the same time not necessary.
Nowhere in the Act there is mention about the differently abled persons needing to visit the hospital twice for verification, he said.
"Commuting to and fro unnecessarily can create great difficulties for the differently abled persons.
As such, all the required verification should be conducted properly at once," Momo further stated.
"To highlight this issue, we have submitted a memorandum to the Health Minister," he added.
