Imphal, July 05 2012:
Boundaries of the nine districts of Manipur are clear and distinct but the issue of dual voters demands a serious analysis.
This was stated by Revenue Minister Th Debendra in response to a motion raised by MLA Th Shyamkumar for de- marcation of district boundaries in order to resolve the problem of dual voters.
As the last Assembly elections were held on a single day, there would not have been much over-lapping or double voting.
Officials cannot be blamed for the problem of dual voters.
Nor it would be right to fix responsibility on any individual.
Delimitation cannot be carried out before the upcoming Panchayat elections.
But delimitation would be carried out definitely.
As such, the issue of dual voters need to be examined from different perspectives, the Revenue Minister stated.
Raising the motion in public interest, MLA Shyamkumar said that some people of certain places in Imphal East and Thoubal districts and Kalapahar cast their votes in Panchayat polls as well as ADC elections.
Saying that such practice is a blot to democracy, Shyam-kumar insisted on re-demarcation of district boundaries in order to plug such loopholes.
