Imphal, March 12 2015:
Reacting to the statement of Charoi Chagotlong Part II VA which appeared in this paper on Feb 28 edition, the Chakanlong (Charoichagotlong) Peidai, the customary village court, said that Phaomei clan is the real Khullak and Khunbu of Chakanlong village since its establishment a thousand years back or from time immemorial.
No one disputed this fact and leaders and public of the village surrounding Chakanlong village have been the witnesses.
In a statement, K Kaphunsinpou, Peidai chairman and Gaipuilin Phaomei, Khullakpa of Chakanlong said that the late K Laokei ruled the village as its chairman from 1980 onward till his death while late P Baochalin also declared himself as the Chairman by using money and muscle powers.
However, his chairmanship and the claim was cancelled by a verdict of the High Court in 1980 .
The legacy of suppression and proxy administration has been continued by Ningmei Kamei s/o (L) K Loukei as chairman of Chakanlong Part II and Jangamlung Panmei s/o P Baochalin.
Historically and logically speaking, there is no Part I & II within the jurisdiction of Chakanlong village although there are 3/4 hamlets within the village, it said.
Those vested interests in connivance with politicians and officials had worked for their own convenience, it said.
It may be noted here that part I & II was already amalgamated in 1999 when Jangamlung Panmei was the president of Zeliangrong Union, Assam, Manipur and Nagaland.
He himself as president of ZU (AMN) had appended his signature on the deed of relinquishment before the oath commissioner on May 21, 1999 .
Ningmei Kamei and his father were not related to the Khunbu and Khullak clan, that is Phaomei.
He has no right to continue as chairman of Chankanlong V/A, the statement said.
The Khullak, Khunbu, Peidai and general public of Chakanlong are not against development project including stringing of 400 kv transmission line of Power Grid; rather we welcome the project provided it does justice to the villagers and its genuine land owners, it said.
