Imphal, August 11 2018:
It has been estimated that the construction of the Civil Secretariat at Chingmeirong/Lei-ingkhol, will be delayed for some more time to the slow pace of the construction works.
The new Civil Secretariat was established at Lei-ingkhol/Chingmeirong by the then Congress Government under the leadership of ex-CM Okram Ibobi Singh owing to the lack of proper up-to-date facilities at the Old Secretariat building as well as the scarcity of accommodation facilities at the said building.
Even though the structural part of the new Civil Secretariat has been completed, the finishing touches are another story altogether.
According to a source from the Public Works Department (PWD), a show cause notice has been served on Simplex Projects Ltd (the firm in charge of the construction) in connection with the slow pace of the construction works.
The source continued that if Simplex Projects Ltd fails to provide proper reason for the slow progress within 15 days, necessary action will be taken up against the firm.
On the other hand, the firm is demanding their payment to be paid in full, the source informed, but the payment demanded by the firm is not proportionate with the funds provided by the Government as the funds were provided by the Department after necessary verification and calculation.
The source informed that the Department provides necessary funds to the firm at specific intervals after analysing the works completed/performed by the firm, and not on an item wise basis.
If Simplex Projects Ltd fails to provide a furnish reply within 15 days, the Department will take up necessary action against the firm, the source informed and added that the Department is mulling the possibility of sending another reminder to the firm within the 15 days time period.
