144 CrPC promulgated at border areas

Ukhrul, October 14 2015:
To check the free movement of militants and other illegal activities at the border area between Ukhrul and Chandel, the Ukhrul District Magistrate has promulgated 144 CrPC since October 12 .
According to the DM office, there are been credible inputs of infiltration from across the border by militant groups and illegal export of commodities from Myanmar during the night.
Their continued movement may create law and order problems in the State.
The District Magistrate, therefore to check their movement and stop the illegal activities has imposed curfew within the 3 kilometres belt along the Indo-Myanmar border adjoining Ukhrul and Chandel district with immediate effect.
The order directed and warned that no person shall move between 6 pm and 4 am within 3 kilometres of Indo-Myanmar border of Ukhrul district.
This order is applicable even on the local hunters and restricted any person from any cross-country track/ jungle track/foot track other then major road track within the territory in actual control of India without prior intimation to the company operating Base COB/TOB commander of Assam Rifles/Army deployed in the area.
It also mentioned that no person shall carry firearms, for the purpose of hunting, fishing or any other purpose.
The order further warned that no person/group shall move in any vehicle/by foot or by any other means within 3 kilometres belt inside the Indian territory from 6 pm to 4 am.
However, any move whatsoever during the said hours within the 3 kilometres of Indo-Myanmar within the territory in actual control of India of Ukhrul district should be endorsed by the village chief with prior intimation to the office of the Commandant, Assam Rifles deployed in the area.
It further notified that all vehicles and personnel moving across the international boundary of Indo-Myanmar under the free movement regime and people moving in the villages close to the international boundary will be liable to surprise checks and vehicle inspection by the Assam Rifles.
This is particularly to prevent the act of smuggling, transportation of illegal contraband items and illegal trafficking of arms and ammunition.
All houses in the vicinity of the international boundary are liable for surprise check.
The order further said that the village heads are liable to prove the authenticity and identity of the individuals during surprise checks in their respective villages within the territory in actual control of India of Ukhrul distrcit.
For effective enforcement of the order, copies of the 144 CrPC promulgation has been despatched to all the border villages for strict adherence.
The order shall remain in force for a period of six month and is liable for extension if necessary.
