BT Flyover virtually in no man's land

It is not officially clear which department or agency would take responsibility for repairing BT Flyover and the road running under it as and when it is worn out.
A reliable source informed that there is no maintenance fund for the flyover as well as the road below.
As there is no maintenance fund, the road and the bridge cannot be repaired if it breaks down or wears out.
The flyover bridge and the road underneath it, which was developed by laying RCC blocks, were executed by the National Building Construction Limited (NBCC).
After many years of construction, BT Flyover Bridge was finally inaugurated by Chief Minister O Ibobi on December 1, 2007 .
The flyover bridge was constructed by Planning and Development Authority with funding from the Government of India.
After construction, NBCC handed over the flyover to PDA before it was inaugurated.

As per the contract agreement, NBCC should be responsible for maintenance of the flyover as well as the road for a specific period of time.
For this, NBCC should set aside a certain amount of money.
Now, the period for maintenance by NBCC has already lapsed.
According to rules, the flyover bridge should be handed over to PWD for maintenance but there has been no official hand over or take over till date.
Even if there has been no official hand over, PWD should take responsibility for maintenance of the flyover bridge as well as the road beneath it, but again the State Government has not sanctioned a single rupee to PWD for maintenance of these two important public properties.
With no fund available for maintenance, neither PWD nor PDA is able to do proper maintenance of the flyover bridge or the road below.
As of now, no one can say for sure how and when the potholes located to the north of Johnstone Higher Secondary School and the dilapidated portion at the intersection of Nagamapal and Wahengbam Leikai under the flyover bridge would be repaired, added the source.
