Ukhrul ADC Chairman spells out priorities

Chairman of the Autonomous District Council, Ukhrul, Dr Yaronsho Ngalung has stressed priority on improving the education sector.
Dr Ngalung took over as the new Chairman of Ukhrul ADC some time back.
During an exclusive interview with this correspondent, Dr Ngalung said that it is the responsibility of the ADC to look after the affairs of primary education in the district.
Primary education is the foundation, he stressed and added that necessary infrastructure is vital at this stage.
The new Chairman also talked about the need of improving all the ADC schools and added that undue interference in schools from any quarters will not be accepted.
Necessary action will also be initiated against recalcitrant employees.
All the inter-village roads should also be made motorable for without communication there can be no development, he observed.
With the ADCs being formally instituted at the respective district headquarters after a gap of 25 years, necessary works have been taken up, he said and added that after he assumed office, levying of taxes, issuing licenses to shops and other policies to be followed have been streamlined in Ukhrul district.
Special meetings have been convened with leaders of Tangkhul civil society organizations and district trade councils for clear and mutual understanding with the Autonomous District Council.
This will promote better co-ordination with all civil organizations.
Any policy taken up under the ADC, Ukhrul, will be for ensuring the welfare of the people as well as for economic advantages of all, said the new Chairman.
NPF was formed with the main objective of protecting the tribal rights, he said and declared that if there arises any issue related to the tribal people it would be personally looked into.
Even though power has been devolved in letter it is yet to be delivered in spirit, he said and urged the State Government to devolve more power to the ADCs.
Dr Ngalung also stressed on the need to earmark separate budgets for the respective ADCs of the State for smooth functioning and implementation of developmental programmes.
This point has been apprised to the State Government for consideration.
He urged the tribal MLAs to understand and support the ADCs' demand for more power devolution in the interest of the tribal people.
He also pointed out the need to fill up 235 vacant posts of assistant teachers, LDCs and grade IV employees under the ADC.
On the temporary ADC office, Dr Ngalung said that it is very inconvenient and too congested.
The staff and ADC members are constrained to function from the barrack type building, he rued.
The ongoing construction work of the ADC office complex should be expedited and steps should be taken up to meet the deadline, he added.
To a query, he said that the three Bills passed by the State Assembly have infringed upon the rights of the tribal people and added that this is the reason why there is mass protest demanding the revocation of the said Bills.
The Ukhrul ADC has already submitted a memorandum to the Governor of Manipur objecting the Bills.
With regard to the Indo- Naga dialogue, he reiterated his support and added that he backs the recently signed peace pact.
Any solution to the Naga issue should be based on the unique history of the Nagas, he added.
