CM for checking influx of migrants

Evincing his wish to effectively implement a separate legislation similar to Inner Line Permit System in the State to control the influx of illegal migrants, Chief Minister O Ibobi today said the Govt is contemplating on coming out with an Act after due consultation with Constitutional experts and lawyers before it is tabled in the Assembly.
Speaking to reporters at the sideline of MLA E Dwijamani swearing in ceremony today, the Chief Minister said that representatives of all political parties deliberated again on ILPS today.
He said that the Committee constituted by the all political parties has also completed obtaining the views of experts and members of the Bar Association and High Court Bar Association.
The Govt is contemplating on preparing the draft of a Bill after studying in details the models implemented in some States like Arunachal Pradesh, Sikkim etc.
In order to ensure that the Bill is passed and implemented as an Act, Constitutional experts including ones from outside the State and lawyers need to be consulted before the same is tabled in the Assembly.

The Govt is also exhaustively deliberating on taking up steps towards this end well in advance so as to ensure that there are no obstacles in passing and implementing the legislation.
Passing an Act requires the assent of the Governor who in turn is obligated to refer the matter to the Centre if the issue requires.
Being expert in Constitutional matter, the Centre is also likely to send the same to the President for approval.
The President again is bound to send the same to the Union Home Ministry and Law Ministry seeking their approval.
In order to avoid rejection, detailed discussion and deep deliberation over the issue before hand is necessary, he said.
Although he desires that the Act is implemented at the earliest in the State, O Ibobi said the Govt is thoroughly deliberating over the issue to ensure that the Governor does not withhold or return the Bill when it is sent for his approval after passing the same in the Assembly.
Saying that visa is required for foreigners to enter the State, the CM said the State is also authorised to restrict the entry of foreigners from neighbouring countries like Myanmar, Nepal and Bangladesh under the Foreigners Act.
Meanwhile, when asked about the preparedness of the State in the wake of the indefinite bandh called in Karbi Anglong of Assam, Chief Minister O Ibobi said that the Union Ministry has already been intimated about the inconveniences caused to the public due to frequent blockade of highways.
He expressed hope that the Central Govt would surely take appropriate action in this connection.
