O Joy hopeful of Guv convening special assembly session

Observing the lack of time on part of the Governor in summoning a regular session of Manipur Legislative Assembly, as done every six months; former law minister O Joy has said that the government may likely call for a special session of the Assembly in this respect.
Responding to questions from the media during a press meet Held at Manipur Press Club on Saturday, Joy stated that as per the Constitution, the chief minister has the power to enact laws under allocation of the council of ministers.
The chief minister also has the power to summon the assembly on advice of his cabinet.
Meanwhile, under Article 174, "a Governor shall from time to time summon the House or each House of the Legislature of the State to meet at such time and place as he thinks fit, but six months shall not intervene between its last sitting in one session and the date appointed for its first sitting in the next session" .
In this, the governor has the authority to summon the House on advice of the council of minister.
Under Article 174, the state government had made the decision to convene the session on August 21, but failed to provide any details in this regard.
If this is a regular session, the required number of days from summoning the House i.e., 15 days, has fallen short.
Thus, 0 Joy speculated that the government may likely call for an emergency session or a special session to save the Assembly.
Mention may be made here that the state government on May 4 had decided to convene a session of Manipur Legislative Assembly on August 21.However, the Assembly session, which is held every six months, is yet to be held.
The last session was held in March and the next session would be in September.
Thus, the time for convening a regular session is till September 2.Even in this, the Governor has to send out the notice for summoning the House 15 days prior.
