MNYO urges Governor to uphold 100-point roaster system

Manipur Naga Youth Organisation - Headquarters (MNYO-HQ) has urged Governor Ajay Kumar Bhalla to strictly adhere to the 100-point roaster system in all recruitment drives, admissions, and promotions in various departments, including central universities in the state.
In a memorandum to Bhalla, the Organisation reminded that the roaster system ensures transparency and fairness in the recruitment process and protects the rights of the tribal peoples and the downtrodden sections of society.
MNYO expressed gratitude to the government for its continuous recruitment drives, even during challenging periods such as the Covid-19 pandemic and the ongoing turmoil since May 3, 2023 .
However, it raised concerns over irregularities in the recruitment process, particularly government policy emphasising on contract, casual, ad-hoc, part-time, and outsourced positions, stating that such measures bypass proper recruitment channels and evade guidelines.
The memorandum also noted that this practice undermines the employment exchange norms and the quota system implemented by successive governments, both at the state and central levels, while accusing various departments of filling vacant seats through backdoor appointments without proper advertisements, disadvantaging deserving educated youths from the tribal and backward communities.
MNYO specifically mentioned institutions like the Regional Institute of Medical Sciences (RIMS), Jawaharlal Nehru Institute of Medical Sciences (JNIMS), Central Agricultural University (CAU), Manipur University (MU), and other state and central universities and departments where the recruitment process has not honoured the 100-point roaster system.
The Organisation pointed out that the tribal population in Manipur has risen to above 40 per cent and reiterated the need to reserve 33 per cent of seats for tribal candidates in every recruitment drive and admission process.
While urging the authorities to halt ongoing recruitment processes that have bypassed proper channels until the system is corrected, MNYO warned that if the discrepancies are not addressed promptly, the tribal communities will resort to democratic means of agitation.
It then requested the Governor to intervene in the current recruitment process at RIMS, Imphal, to ensure fairness and justice for the tribal people.
