Cabinet approves liquor legalisation

The state cabinet chaired by chief minister N Biren has approved the much debated liquor legalisation on Monday.
Relevant gazette notification will be published on December 6 .
Monday's cabinet had 36 agendas including approval of the Manipur Excise (Amendment) Rules, 2023 for legalising export, sale and production of liquors.
The upcoming gazette notification will have detailed rules and regulations for the legalisation of liquor.
Mention may be made that the state cabinet, on September 20 last year, had also approved legalisation of liquor while emphasising on the need for regulating liquor production to prevent consumption of spurious liquor.
Consequently, the government had also conducted a detailed study of the contents of the different source of liquors produced in the state by inviting experts from Scotland and Ireland.
The government is expecting around Rs 600 crore revenue from the legalisation.
Meanwhile, Monday's cabinet also approved amendment to the mode of promotion under Manipur Secretariat Services Rules, 1986 as well as the proposal for enactment of The Manipur Prevention of Malpractices in High School Leaving Certificate Examination and Higher Secondary Examination Bill, 2023.The cabinet further up held the proposal for outsourcing some PHCs by inviting quotation from three shortlisted agencies, gave its nod to appointment of a course coordinator for National Emergency Life Support Course at JNIMS Skill Centre and creation of 86 posts of nursing sisters at JNIMS.
It also approved the Manipur Sports Development Code, 2023, formation of a direct purchase committee for acquisition of land for construction of a 5000 MT capacity warehouse for CAF&PD department in Village No 13, Babupara in Jiribam district, and also a direct purchase committee for acquisition of land for construction of sectionalisation valve, intermediate pump station, receiving terminals for the upcoming 199-km long Dimapur-Kohima Imphal natural gas pipeline to be implemented by Indradhhanush Gas Grid Limited (IGGL).
The cabinet agreed on enhancement of remuneration for guest faculties of the Manipur University of Culture from Rs 7000 to Rs 21,600, appointment of a director for Manipur State Film and Television Institute (MSFTI) on contractual basis for a period of one year, and holiday list for the year 2024 .
