No repeats of past mistakes in census 2011: Chandramouli

Registrar-General and Census Commissioner C Chandramouli has said that efforts are on not to repeat mistakes that had taken place in the census 2001 report in respect of Manipur.
The commissioner who arrived today in Imphal to overlook the census exercise which began from February 12 said this while taking part in a discussion with individuals, civil organisations and government officials on the issues related with the census exercise at Hotel Classic.
Deputy director of National Population Registrar, SK Chakarborty took part the discussion in which Chief Secretary DS Poonia, Director of census Operation, Manipur, Y Thamkishore, Commissioner (Home) Vumlhunmang, DCs of nine districts and SDOs also attended the meet.
The abnormal increase in population in Senapati and Chandel districts in the 2001 census report, the rise of population due to influx of foreigners, a place of Sanamahi Laining in the census report were the main agenda.
C Chandramouli assured that the authority is trying its best to rectify the mistakes that surfaced in census 2001. He said, all citizens will be counted, according to their gender, religion, occupation and education.
Enumerators would seek additional information for the creation of the National Population Register (NPR) apart from taking photographs of all citizens, and fingerprints.
Any complaints will also be considered.
Questioned on inclusion of foreigners in the head count, he clarified that the census operation will count all heads residing in the state or the country whether he may be a citizen of the country or a foreigner.
Census operation is not related with the citizenship, he added.
Asked whether Sanamahi Laining will be included, he said that enumerators would collect all information, according to their gender, religion, occupation and education.
Over 2,600 different religions were included in the last census.
The same formal will continue this time too.
However a code number will not be issued, he added saying that code numbers are given to only six religions including Hindu, Muslim, Sikh, Buddhist, Jain and Christian.
Discussing the abnormal increase in Senapati and Chandel districts, some participants observed that the census reports of three sub-divisions of Senapati were rejected on finding and abnormal increase from around 33,000 heads in 1991 census to 60,000 in 2001.In reply, Chandramouli asserted that such kinds of abnormal increase have occurred in other places too.
This might be due to carelessness of the enumerators or due to non availability of co-operation from individuals or from a particular community or tribe.
He called for sincerity of the enumerators in discharging their duties as well as co-operation of the people.
