Non-Cooperation Movement In The Pipeline; Nov 18 deadline set for ILPS implementation

Setting November 18 as the deadline for implementation of ILP system in the State, the Joint Committee on ILP System has decided to launch non-cooperation movement in case the Government fails to enforce ILP.
The non-cooperation movement would include staying away from business establishments run by non-locals and to refuse renting houses or residences to non-locals.
The decision was taken during a public convention held today at MDU Hall today under the aegis of Joint Committee on Inner Line permit System.
The November 18 deadline has been chosen to coincide with the date in which the ILP system was scrapped in the State in 1950 by the then Chief Commissioner, Himat Singh, said Sapamcha Jadumani, the convenor of the Joint Committee.
Maintaining that the indigenous people are almost outnumbered by migrant population, Jadumani said the movement for the implementation of ILP system has been launched to save the indigenous population.

Joy Chingakham, co-convenor of the Committee stressed on the need to implement ILP system in the State in order to avoid the unwanted situation arising due to influx of migrants in states like Assam and Tripura.
Stating that the JC on ILPS is being invited to participate in the movements against migrant influx in Meghalaya and Assam, Joy said people of other neighbouring States have also pledged to join the movement against migrant in the state.
Joy said that if the Government fails to implement the system by November 18, a non-cooperation movement would be launched against the non-locals.
He added that the State Government should not ignore the matter.
Advocate Khaidem Mani said the rejection of the cabinet decision by the Union Home Ministry amounts not only to breach of privilege of State Assembly, but also lowballing the people.
He added that the State Assembly should serve a legal notice against the Home Minister.
After a thorough deliberation on the observations made by social activists, representatives of civil organizations and scholars, the convention resolved to press the Centre to extent the Eastern Bengal Frontier Regulation, 1873 in Manipur, which is also currently in force in the three NE states of Nagaland, Mizoram and Arunachal Pradesh.
Besides representatives of various civil organizations and social activists, the convention was attended by scholars and discussed on the pros and cons of enforcement of Inner Line Permit system in the state of Manipur, he said.
