Imphal, August 24 2010: Answer scripts, tabulation sheets and other related dossiers related to the written tests for appointment of Hindi Graduate and Primary Teachers of Education (School) conducted by the Board of Secondary Education Manipur (BSEM) had been disposed off two years ago.

Mention may be made that with the surfacing of a controversy over the declaration of results of the DPC of the Primary Teacher appointment, a high level committee of the state government headed by the chief secretary is inquiring into the matter.

The answer scripts, tabulation sheets and other related dossiers of the written test exam conducted by the BSEM in 2006 were disposed off as per norms of the board.

The matter came to light when the committee wanted to examine the dossiers as part of the inquiry, official sources said.

The said materials had been disposed off as per resolution of a meeting held on May 15, 2008 as per norms of the Board, said the secretary of the Board, L Rajmohon in an interaction with Hueiyen Lanpao today.

He said that the written tests were conducted in three phases, on December 22, 2006 January 10 and January 28, 2007.As per the norms of the board, the answer sheets were kept in the custody of the Board for three months after the declaration of the results and thereafter disposed off as per the norms, he added.

Before disposing the documents, the Board informed well in advance to the Education (S) Department but no intimation regarding the preservation of the documents or transferring to the custody of the department were received.

The documents were disposed off on May 15, 2008 and he intimated the matter of disposal of the documents related with the exams to the Commissioner of education, Sambhu, on May 22 of the same year, the secretary added.

In the same intimation to the Commissioner, he also informed that the results of the exams were declared on time.

On the side of the Board, they maintained the dossiers for sometime any complaints come from the candidates.

A time limit was set up but no complaint came within the given period, said Rajmohon observing that the Board did nothing wrong.

were prepared to be declared by the then director of the Education (S), M Harekrishna with the approval of the Education Minister, L Jayentakumar in April this year.

On April 22, a number of candidates who appeared in the DPC thronged the Education (S) office and stayed till late in the night waiting for the results to be pasted on the notice board of the Directorate.

But the results was not declared with reasons best known to the authorities only.

It was the talk of the day that the results were not pasted on the notice board when some ministers and MLAs intervened citing that candidates recommended by them were not included in the finalized list.

The same results which the Education (S) Department could not declare was leaked to Hueiyen Lanpao and it was published in a series as an eye opener to the public with the story behind the concealment of the results.

Later, government constituted a high level committee led by Chief Secretary, DS Poonia to investigate the result published by Hueiyen Lanpao was authentic or not.

However, even after the term of the committee had been extended for two times, the committee could not prepare a report.

A further extension of the term till August 30 has instead been announced.

With the latest extension of the term of the committee, it has become a question mark to the people as to how far the report of committee can be satisfying.

If the committee happens to recommend re-conduct of the DPC, people are likely to rise up against the education minister demanding his resignation as minister.
