Imphal, September 23 2019: Hemam Boyai, the personal assistant of Moirang MLA, was released on bail by Special Judge, Prevention of Corruption, Imphal West today, after furnishing a PR Bond of Rs 1 lakh, in connection with a case registered against him by the Vigilance and Anti Corruption Police Station for his alleged involvement in causing loss of Rs 3,49,67,100 to the State Government without completing any road construction works in Bishnupur district.

Boyai (51) of Moirang Lamkhai, was produced before the Court today following his completion of police custody remand, along with a prayer for further police custody remand for the purpose of the investigation of the case.

The remand objection, as well as the bail application filed by his counsel earlier, was moved before the Court today.

During the hearing, the IO of the case submitted that Th Ranjit, PWD EE of Bishnupur Division, in collusion with some people, including Boyai, had paid Rs 3,49,67,100 to some contractors during 2017-18 and 2018-19 but none of the works were found completed or executed properly.

Ranjit was eventually arrested and he revealed that the works were executed by some workers of Moirang MLA P Sarat, including Boyai, the IO mentioned explaining that Boyai collected all the cheques from the EE and handed them over to the contractors who later gave the bill amount to him.

After receiving the bill amount, Boyai distributed them to the subcontractors, the IO alleged adding that during investigation, it was revealed that Boyai had purchased a vehicle worth Rs 12 lakh.

Stressing on the need to find out the source of income through which Boyai bought the vehicle, the IO added that Boyai confirmed his signature was used in two cheques which were issued in the name of one Ph Adim and one Lunkhopao Haokip and prayed for further police custody remand of Boyai for smooth investigation of the case.

On the other hand, his defense counsel contended that Boyai is innocent and the authorities did not abide by the guidelines laid down by the Supreme Court when arresting him.

After hearing both sides, the Court rejected the prayer for further police custody and granted bail to Boyai upon furnishing a PR Bond of Rs 1 lakh along with two sureties of similar amount.
