Further remand for MLA's PA

The Personal Assistant of Moirang MLA was taken into further five more days in the custody of Vigilance and Anti Corruption Police Station, Manipur, after he was produced before the Court of Special Judge, Prevention of Corruption Imphal West, on charges of failing to complete several inter-village roads and main roads in Bishnupur district causing loss of Rs 3,49,67,100 while causing wrongful gain to a special contractor.
The accused Hemam Boyai (51) s/o (L) Chindum of Moirang Lamkhai was arrested in the evening of September 16 and had been remanded to police custody for three days (till today).
Following the completion of the police remand, Heman Boyai was produced before the Court along with a prayer for further police remand.
The Additional PP submitted that during the investigation, it came to light that Thounaojam Ranjit, EE of Bishnupur Division PWD, in collusion with contractors and other individuals, paid Rs 3,49,67,100 to the contractors during the financial year 2017-18 and 2018-19 but none of the works were found to have been executed properly/completed.
Thounaojam Ranjit was arrested and he revealed that the works were executed by some workers of Moirang MLA, P Sarat, including the accused Hemam Boyai Singh, the APP mentioned adding that the allegations levelled against the accused Boyai is that all the cheques were collected by him and he handed them over to the contractors who later gave the amount of the bills to him in the form of cheques as well as cash (in some cases) .
After receiving the bill from the contractors he distributed the same to the sub contractors, the APP said, praying for custody remand of the accused to facilitate proper investigation and to reveal the identity of the sub contractor/ workers and to collect evidences.
On the other hand, the defense counsel submitted that Boyai is innocent and had nothing to do with the case.
The defense counsel further submitted that the arresting authority did not abide by the guidelines embodied under 41 CrPC as well as the guidelines made in many cases by the Supreme Court of India in this regard and prayed for releasing Boyai on bail.
After hearing both parties and going through the cas records, the Court remanded the accused in police custody till September 23 .
