Chinese Nationals sans PAP freed after fine

Two Chinese Nationals who did not have Protected Area Permits, were released after paying a fine of Rs 10,000 each following a summary trial before the Court of Chief Judicial Magistrate, Imphal West, today.
Though PAP has been removed from the State in 2018 for a period of five years, the same is applicable to citizens of China, Pakistan and Afghanistan.
The two Chinese Nationals, identified as Li Nengkai (22) s/o Li Fu Meng of Tengchong City, Yunnan province, China, and Zeng Youming (24) s/o Guihe of Hezhou City, Guangzy Province, China, were produced before the Court by a team of Singjamei PS along with a prayer for conducting summary trial.
The IO of the case, through the APP, submitted that yesterday, Li Nengkai and Zeng Youming were detained at Imphal International Airport departure hall by the OC of Foreigner Check Post for not possessing Protected Area Permit.
On enquiry they revealed that they were supposed to travel to New Delhi by an Air Asia flight.
They were Chinese Nationals who had come to Imphal as tourists and they possessed proper visas and passports for travelling in India.
They had come to Imphal on September 16 and stayed in a hotel in Imphal for 2 nights without any valid PAP documents which is a must, as per the Ministry of Home Affairs notification which requires foreign Nationals from Afghanistan, China, Pakistan to obtain the said documents before they visit Manipur, Mizoram and Nagaland, the IO explained.
The Court, after hearing the submission and going through the materials on record, ordered the two Chinese Nationals to be released on payment of a fine of Rs 10,000 each.
