NH-102A affected villages seek re-sanction, early resumption of highway project

Kamjong, August 19 2026:
The Joint Committee of NH-102A affected villages under Phungyar and Kasom Khullen sub-divisions of Kamjong district, along with affected Maring-Khoibu villages of Tengnoupal district, has urged the authorities to facilitate the re-sanction and early resumption of the NH-102A Shangshak-Tengnoupal Highway Project.
The Committee in a release said that the demand was made during a public meeting convened on August 13 to deliberate on the present status of the highway project, particularly the in-principle desanction of the project budget for Package-I and Package-III and the pending writ petition before the Manipur High Court.
Following extensive deliberations, the meeting unanimously adopted a series of resolutions aimed at safeguarding the project and facilitating its early resumption.
The committee expressed serious concern that the inprinciple de-sanction of the project budget, the pending court case and temporary structures constructed along the right of way (ROW) had emerged as major impediments to the progress of the project.
It resolved to explore all legally permissible options, including seeking legal advice and pursuing appropriate legal measures, to address the pending case and facilitate resanction of the project budget.
The committee and the public also appealed to the petitioner/case party to reconsider continuing the writ petition in view of its potential impact on the larger public interest and the development aspirations of people dependent on the NH-102A corridor.
The committee appealed to the case party to withdraw the writ petition on or before August 25, 2026, stating that such a step would help create an enabling environment for re-sanction of the project budget and early resumption of highway work.
The public meeting further resolved to collect signatures from people along the entire Shangshak-Tengnoupal stretch to demonstrate broad public support for the NH-102A project.
The signatures will be submitted to concerned government authorities and the Ministry of Road Transport and Highways (MoRTH) as evidence of public demand for continuation, re-sanction and early implementation of the project.
The collected signatures may also be submitted as supporting documents in appropriate legal proceedings, representations and official submissions concerning the highway project.
The Joint Committee reiterated that people along the Shangshak-Tengnoupal corridor strongly support the NH-102A project and remain committed to pursuing lawful, peaceful and democratic means for its completion.
It appealed to all stakeholders, public representatives, government authorities, MoRTH and the wider public to support the collective aspirations of the affected communities and help ensure that the NH-102A project is re-sanctioned and resumed at the earliest in the larger public interest.
