State Civil Services exam Halt interview process, demand candidates

Imphal, October 07 2016: Expressing deep dissatisfaction with the recently declared result of the Manipur Civil Services Combined Competitive (Main) Exam , at least 151 candidates have jointly petitioned the Chief Minister to halt the interview process (scheduled to be held from October 17), conduct a mass re-evaluation of the written answer sheets under the supervision of a separate and independent body other than MPSC to rectify the many alleged discrepancies.

In a memorandum submitted to the Chief Minister, the 151 candidates said that most of the serious candidates are dissatisfied with the recently declared result and added that the exam was conducted from September 4 to 23 and the result was declared within 10 days, that is on October 4 .

The memorandum added that the General Studies papers (1 and 2) were conducted on the last day that is September 23 .

Since the results were declared within 10 days, the evaluation must have been conducted in a hasty and haphazard manner, said the memorandum.

Stating that the evaluation process is highly questionable, the memorandum asked, how many examiners were allotted for each paper.

Citing the 2013 and 2014 main exams, the memorandum recalled that the results of the main exams were declared two months after the last day of the exams.

This has raised a serious doubt on how the MPSC managed to evaluate all the papers in such a short period of time this year, it added.

1130 candidates wrote the main exams and each candidate appeared in 8 papers of 300 marks each.

How can such a large number of papers be evaluated within 10 days, asked the memorandum The rule, no extra papers will be allowed under any circumstances was also flouted, at the fancy and whims of the MPSC, alleged the candidates.

Pointing out other discrepancies, the candidates said that the criteria for qualifying in the General English paper was notified on the examination day itself, that is on September 4.According to the UPSC norm, the qualifying criteria in General English is 33 pc but it was 40 pc in the case of MPSC, added the memorandum.

Candidates have been demanding scaling of optional papers, but this has not been implemented till now.

The disappointed candidates also urged reforms of the MPSC and its procedure of examination to bring more transparency and accountability and introduction of scaling system in evaluation of different optional subjects.
