Despite PMP still a lot to be done: JCILPS

Joint Committee on Inner Line Permit System (JCILPS) has conveyed that the people of the State should not rest easy just because the State Assembly has passed the Manipur People's Bill 2018 because there are many MoUs signed between the people and the State Government during the time of the previous Government led by Okram Ibobi which are yet to be transformed into action till date.
Speaking to media persons at JCILPS office at Sega Road Konjeng Hajari Leikai today, its newly elected convenor Yumnamcha Dilipkumar said that the passing of the Manipur People's Bill 2018 is not the end because there are various agreements between the people and the Government which were inked during the time of the previous Government but which have not been transformed into action even to this day.
He said at that time, the immediate formation of a Population Commission was also agreed but the previous Congress Government failed to take up any tangible action and even the present BJP led State Government has not done anything in this regard.
Dilipkumar explained that the Bill needs the assent of the Governor.
If the Governor refuses then the Bill will bs forwarded to the President.
If need be, the President has to be urged to approve the Bill, he added.
Even if the Bill is approved, there is a great responsibility of laying out the various rules and regulations, he said.
On the other hand, Dilipkumar stressed on the need of maintaining an NRC for Manipur to construct a proper record and weed out the non Manipuris.
He further explained the controversy and the protest surrounding Citizenship Amendment Bill and explained that the said Bill has a clause for exemption of illegal migrants on the basis of religion.
Anyone, even from Pakistan, Bangladesh or even Afghanistan, if he or she is a Hindu, Sikh, Buddhist, Jain, Parsian or Christian, will be considered as an Indian citizen as per the Bill, he claimed.
This will result in many people from Afghanistan, Bangladesh and Pakistan pouring into Manipur claiming to be Indian citizens, he added.
Dilipkumar assured that, he as the new convenor of JCILPS, will try to face the major issues of the State in collaboration with various communities of the State.
On the other hand, former convenor of the association Arjun Telheiba lauded the people of the State for playing a huge role in the passing of the Manipur: People's Bill 2018 by the Manipur Assembly on July 23 .
