NCP for resolution of insurgency through dialogue

Imphal, January 15, 2012: The Nationalist Congress Party (NCP) today released its election manifesto for the ensuing General Elections to the 10th Manipur Legislative Assembly which is to be held on January 28.The 26 points manifesto was released by State Unit President of NCP Radhabinod Koijam and National General Secretary PA Sangma at the office of the party at Thangmeiband.

Expressing its view that security forces and civil police are to provide protection and security to the citizen but not for harrasing, NCP promises to repeal the Armed Forces Special Powers Act 1958 from the state as a token of honouring the human rights.

The manifesto also pledges to solve the problem of insurgency through dialogues and negotiation.

It mentioned that the party is in favour of re-introducing the Inner Line Permit system in the state to control the influx of outsiders and also to prevent degradation of indigenous culture, custom and heritage.

On the other hand, it also added that the Centre should be moved to remove the Restricted Area Permit system from the state to encourage tourism which can be developed as a good source of economic development.

While reiterating that NCP is a party which has a strong regional interest and outlook and committed to secularism, democracy, equality and social justice, it stated that the party will make all possible endeavours to secure justice to all sections of the society and as well as take all possible measures to safeguard the territorial integrity and cultural heritage of Manipur and to strengthen the bond of love, affection and trust between different communities of the state respecting the historical facts of Manipur.

The manifesto also promises to remove all kinds of disparity between hills and valley; between rural and urban areas in terms of development and economic activities on the principle that Manipur belongs to every one of its people equally irrespective of caste, creed, religion and habitat.

Promising a higher allocation to education sector, NCP promises for speedy and effective implementation of the universalisation of primary education, vocationalisation of secondary education and modernisation of higher education to improve employability and expertise.

It also vows for a State Education Commission for a comprehensive policy for the modern education system.

While pointing out some important issues in the state which include corruption, bad governance, unemployment, Crime Against Women and Children, AFSPA, Inner Line Permit, Territorial Integrity, Drugs and HIV-AIDS, Frequent blockades on NHs and low productivity, the manifesto also promises good governance, development in Agriculture and Horticulture sectors, health sector, proper management of health institutions and specialty hospitals, social security, political stability, proper management of economy, look east policy, development in energy, industrial sector, information and technology sector, tourism, environment protection, Arts and Culture, status of women in Manipur, youths, employment opportunities, special policy for senior citizens and disabled persons.

The party is fielding candidates in 23 assembly constituencies.
