Gazette notification, Assembly resolution incomplete, says JFD

Imphal, September 15 2026: Categorically saying that the amended extraordinary gazette notification issued by the Registrar General of India and Census Commissioner on September 5 and the resolution passed by the Manipur Legislative Assembly on September 2 were obscure, unsatisfactory and incomplete, the Campaign for Just and Fair Delimitation (JFD) has questioned the Government's call to withdraw mass protests.

Speaking to media persons at Citizens Club, Soibam Leikai today, JFD convenor Jeetendra Ningomba pointed out that the amended extraordinary gazette notification issued by the RGI and Census Commissioner on September 5 said that the house listing work has been deferred until further notice.

It does not say that the whole census operation has been deferred until the NRC is updated or illegal immigrants are identified, he said.

The JFD convenor stated that there is a possibility of the RGI and Census Commissioner issuing another notice after some time, and conducting a census before identifying illegal immigrants.

It would be an exaggeration to say that the Manipur Legislative Assembly has passed a resolution to urge the Government of India to update NRC with 1951 as the base year.

The resolution passed by the Manipur Legislative Assembly and shared with media does not say that the NRC will be updated with 1951 as the base year, Jeetendra said.

It is a positive step that a team of the State Government led by the Home Minister has reached Delhi to urge the Government of India to translate the State Assembly resolution into action, he remarked.

However, the State Government's call to withdraw mass protests and stop creating misery for the public because the Government has started acting on the people's wish sounds absurd, he said.

The JFD convenor asserted that nothing has been done till date on the people's demand for conducting the census after updating NRC .

Maintaining that whatever little the Government of India and the State Government had done was done only after they were pushed hard by the people's strong and sustained protest movement, Jeetendra asserted that the people's protest movement is still needed.

Moreover, since the past the indigenous people of Manipur never got their rights and demands without strong and sustained mass movements, he said.

Sustained mass movement will add weight to the Home Minister's efforts to persuade the Government of India to fulfil the resolution passed by the State Assembly, he said.

As for restoring peace and stability in Manipur, containing certain terrorist groups will be enough, Jeetendra asserted.

He said that the general strikes called by the JFD in pursuit of NRC did not cause unbearable misery to the people, rather it was the prolonged blockade on National Highways which caused extreme misery to all sections of people.

As such, the Government needs to pay special attention to highway blockades, he said.

Jeetendra said that all indigenous people would certainly appreciate the State Government if the details of what the Home Minister wrote to the Government of India are made public.
