A prominent CSO of the Zomis, the ZEPADA said, it wants the Govt to review the proposed powers that is to devolve to the ADCs as it feels they are limited and inadequate, reports our correspondent.
Notwithstanding its weakness, the ADC gave a ray of hope when the status of Counsellors was upgraded and the administrative set-up is being enhanced to handle the onerous tasks of developing the erstwhile development deficit hill areas of the State after a gap of 20 years, said ZEPADA in a statement issued through its information and publicity division.
Yet, if one goes by the recent decision of the Government on devolution of powers to the ADCs the initial hope and expectations of the hill tribes will once again be laid to naught, alleged the agency that questioned the purpose "if we turn our Councillors into a mere field staff to collect electricity fee, water charges, transport/parking fee, etc and fixed responsibilities on them without any corresponding powers".
ZEPADA had already submitted proposals to the Govt for delegation of appropriate powers to the ADCs so as to realise the true dream of 'Manipur Shining' sometimes back.
