Controversial list stalls promotion process

On account of certain controversies in the seniority list of Inspectors, Subedars and Subedar Majors of Manipur Police, DPC process for promotion to MPS Grade-II has been stalled completely, much to the annoyance of police personnel who are close to superannuation period.
A combined final seniority list of Inspector of Police (Civil Police, Legal, Female and Motor Transport), Subedar Majors and Subedars were published on August 30 during the period of former DGP Y Joykumar.
Based on this seniority list, DPC process (for promotion) was started in June this year.
The list has names of 328 Inspectors, Subedar Majors and Subedars.
However, as the DPC process was nearing completion, the present DGP brought out a combined draft seniority list of 316 officers on August 12 with an invitation for objections to be submitted by August 27.This resulted in serious controversies in the seniority list of the police officers.
Two Inspectors listed against serial numbers 178 and 179 in the first seniority list jumped to serial number 7 and 20 respectively in the second seniority list.
The new list gave a remark that the two Inspectors (Motor Transport) were brought in front in accordance to a notification issued by the Department of Personnel and Administrative Reforms, Personnel Division on July 8 this year.
Peeved by the same notification, 54 Inspectors and Subedars have served legal notice on the Chief Secretary who is also in charge of DP&AR, Principal Secretary (Home), DGP and the MPSC Secretary.
The same notification informed that Manipur Police Service Rules, 1965 (2nd Amendment) Rules 2014 would be applied in place of Manipur Police Service Rules 1965 (1st Amendment, 2009) Rule 2 (II) (b) .
The notification also mentioned that Inspectors (MT) would be listed below Inspectors, Subedars and Subedar Majors based on their dates of joining service for promotion to MPS Grade-II .
However, the legal notice contended that the notification was issued solely in the interest of the two Inspectors (MT) without giving any thought for other officers of the same rank.
