The Manipur Human Rights Commission has asked the DGP to submit a detailed report on the killing of Ahongshangbam Nandalal of Khurai Kongpal Sajor Leikai on May 21 this year.
Ahongshangbam Manishang Singh, father of the deceased Nandalal and complainant of the case informed that his son was shot dead by Angom Indrajit alias Kebi, an IRB personnel of Khurai Thangjam Leikai in connivance with seven persons all of Khurai area in a cold blooded manner without any reason.
Porompat PS has registered an FIR case/s 302/34 against the accused persons, the complainant said.
One 9 mm pistol that was used by Indrajit in committing the crime was also recovered; he said adding that an inquiry conducted on the crime has revealed that the weapon was a service pistol allotted to the constable driver.
Indrajit stole the pistol from the possession of the constable, the bereaved father said.
It is a clear case of abuse of power by a trigger happy IRB personnel, he added.
Nandalal was a matriculate and had been financially supplementing the maintenance of his family by engaging in manual labour and masonry works by earning around Rs 5000 per month the father said.
The father prayed before the rights panel to issue necessary recommendations to the accused persons to pay Rs five lakhs for the death to his son.
Having perused the complaint, the commission headed by the chairperson justice retd WA Shishak yesterday asked the DGP to submit a detailed report on the matter within four weeks.
It also registered as an MHRC case for inquiry under the relevant provisions of the Protection of Human Rights Act 1993.The rights panel fixed the matter on September 29 for further proceedings.
In another case the rights panel asked the Vice chancellor and Registrar of Manipur University to submit a report on complaint petition filed by one Amarjit Sharma contending that the duo had refused to issue eligibility certificate.
Informing that he had passed his 11 standard from National Open School, Amarjit said in his complaint and that he had sought admission to BA/BSc 1st year in the current academic session but the varsity authorities had refused to issue the illegibility certificate.
He further lamented that the refusal of the MU authorities has deprived him of undergoing further studies.
