Foul play suspected in regularisation bid

Service regularization of a MT cadre IFoS officer�whose name is reportedly deleted from the Civil List of IFoS officials published every year by Ministry of Environment, Forests & Climate Change since 2011� is actively pursued with the help of a senior official of the State Government in contravention of Govt norms and rules.
According to a highly reliable source, SK Srivastava, 1987 batch of IFoS, Manipur � Tripura cadre, proceeded on Central deputation in 1996 to Rural Development Ministry, GOI.
He returned to Manipur on February 26, 2001 and submitted his joining report but left the very next day on Feb 27, 2001 by quoting Govt of Manipur DP's Order No 4/15/89/-IFS/DP dated Feb 27, 2001 for deputation to Small Farmers Agriculture Consortium (SFAC), Delhi.
This is unprecedented as All India Service (AIS) officers are required to serve in the State for at least two years before applying for deputation again.
This mandatory period is called 'cooling off period' officially.
In other States, cooling off period is five years.
Now the DP's order quoted by the official could not be traced in the file concerned.
No file was processed for issue of this order, the source said.
After SFAC period was over, he did not return to his cadre but again joined German firm GIZ without authority from Central and State Governments, the cadre controlling authorities of AIS and served there till 2008, the source said.
After 2008, he did not return to the State and went missing.
His name was deleted from Civil List of IFoS officials published every year by Ministry of Environment, Forests & Climate Change since 2011.After bifurcation of MT cadres and allocation of AIS to the two States, his name is not found either in Manipur or Tripura, it said.
Suddenly, in 2015 he resurfaced and submitted his joining report on May 14, 2015 as Addl PCCF.
In fact, he was never promoted to Conservator of Forests and Chief Conservator of Forests in order to reach Addl PCCF level, the source added.
The issue was raised in the State Assembly in June/July 2015.The CM had assured the House that investigation was on.
However, no such action was taken and no report submitted so far, the source said.
Now, his service regularisation is actively pursued in the Government with the help of a high ranking officer of the State administration.
This is against all norms and rules.
Govt of India takes strict action and terminates from service if any AIS officers are missing from his/her cadre for more than one year.
Everyone takes the State Government for granted and the State appears to be totally helpless, said the source.
Inquiry by bureaucrats will not bring out the truth as some high ranking officials are trying to help him, it added.
