Inmate missing from Juvenile home

A 16-year-old inmate has been missing from the Juvenile Observation Home, Takyelpat since around 8.30 am of July 22 .
He has been identified as Yengkhom Naocha s/o Y Tomba Singh of Kadangband Sabal Leikai.
Following a plea made by the OC of Lamphel Police Station, Principal Magistrate of Juvenile Justice Board, Imphal West RK Memcha has given the permission of publishing the particulars and photograph of Naocha on newspapers to enable effective tracing of the minor.
Height of the wheatish complexioned teenager is around 5'5" .
He wore a dark blue coloured full paint, a white full shirt and a pair of slippers when he was last seen at the Observation Home, said a statement issued by the OC of Lamphel police station.

Naocha was lodged in the Observation Home under c/w FIR case number 7 of 2015 of Lamshang police station under Section 380/457 IPC.
In her order, Principal Magistrate of Juvenile Justice Board, Imphal West RK Memcha said that without the publication of Naocha's particulars, there would be a great difficulty and inconvenience in tracing and taking him back or re-lodging in the Observation Home.
As such, his details and photograph must be published under Section 21 of Juvenile Justice (Care and Protection of Children) Act 2000 r/w Rule number 18 of the Juvenile Justice (care and Protection of children) Rules 2007, the order said.
The order also directed the OC of Lamphel police station to liaise with the Superintendent in-charge of Juvenile Observation Home, Takyelpat regarding the matter.
