Police strength stands at 16,319: CM

Chief Minister N Biren who is also in charge of Home Department has stated that the current strength of Manipur Police including Home Guards is 16319.Responding to a query raised by Opposition Member Alfred Kanngam Arthur during question hour in the State Assembly today, Biren informed that the existing manpower of Manipur Police includes 9226 Constables, 2769 Head Constables, 917 ASIs, 1029 SIs, 246 Inspectors and 2132 Home Guard personnel.
Till February 1 this year, 33 Inspectors, 234 SIs, 271 ASIs, 876 Head Constables and 1540 Constables have been posted in Imphal West district.
22 Inspectors, 120 SIs, 135 ASIs, 338 Head Constables, 1317 Constables have been posted in Imphal East district; 18 Inspectors, 102 SIs, 113 ASIs, 304 Head Constables and 1337 Constables in Thoubal district; 18 Inspectors, 83 SIs, 54 ASIs, 152 Head Constables and 743 Constables in Bishnupur district.
Nine inspectors, 44 SIs, 61 ASIs, 161 Head Constables and 562 Constables have been posted in Chandel district, eight Inspectors, 56 SIs, 38 ASIs, 117 Head Constables and 523 Constables in Churachandpur district, nine Inspectors, 50 SIs, 42 ASIs, 86 Head Constables and 395 Constables in Tamenglong district.
17 Inspectors, 76 SIs, 66 ASIs, 192 Head Constables and 610 Constables have been posted in Senapati district; 12 Inspectors, 55 SIs, 34 ASIs, 137 Head Constables and 347 Constables in Ukhrul district, Biren elaborated.
Responding to a query raised by Congress MLA K Ranjit about high security vehicle registration plates, Biren stated that Mumbai based M/S Shimnit Utsch India Pvt Ltd is currently engaged in affixing high security number plates to vehicles under a five year contract, and the State Government gets 5 per cent of the cost of affixing a plate.
The initiative of affixing high security number plates was launched in accordance with a ruling issued by the Supreme Court in 2011.As these plates are highly reflective, they can be seen from 200 metres away and these plates are embedded with hologram manufactured in Germany and this facilitates search for stolen vehicles, said the Chief Minister.
Vehicles affixed with these plates can also been seen easily even if they have fallen into deep gorges by accident.
The Government would consider taking over the entire exercise of affixing high security number plates to vehicles as this would certainly bring in extra revenue, Biren said.
To another question raised by K Ranjit regarding medical reimbursement to employees, Health and Family Welfare Minister L Jayantakumar informed the House that the Government spent Rs 73,92,48,874 in paying medical reimbursement between 2015 and 2017.Out of this amount, 36,64,96,756 went to payment of medical reimbursement for treatment outside the State while 37,27,52,118 was spent inside the State in the form of medical reimbursement.
Pointing out that a large number of people have been going outside for treatment of different health problems including cancer and kidney transplantation, K Ranjit asked whether the State Government ever considered about opening specialised cancer and kidney hospitals in the State.
To this, Jayantakumar replied that a DPR prepared by the State Government for establishment of a cancer hospital had been approved by the Centre and construction work has already begun.
Even though Shija Hospital is a private hospital, it can perform kidney transplantation.
Moreover, a super specialist doctor successfully performed a brain surgery on one Ningombam (O) Anandi (84) of Thongju at JNIMS yesterday, Jayantakumar said.
It could have cost the patient a huge amount of money if she went outside the State but the successful operation done at JNIMS cost her just Rs 15,000.The super specialist doctor who joined JNIMS anew would be rewarded, announced the Health Minister.
To a question raised by Surjakumar Okram about funds sanctioned by the Centre under National Rural Health Mission, Jayantakumar said that the Government of India allocated Rs 187.95 crore to the State under NRHM during the current financial year.
The first instalment of Rs 73.27 crore has been already released, he added.
