The Manipur Human Rights Commission has asked the police to submit its final report regarding a missing person's case within March 31.The case pertains to one Thokchom Biren Singh (48) of Koirengei Nepali Basti whose whereabouts could not be established since October 27 from Lucknow in Uttar Pradesh.
The rights panel during its proceedings also insisted upon the complainant, Leibaklei Devi, to place a copy of the complaint along with her husband's photograph to the police so as to facilitate search of Biren.
Leibaklei in her complaint to the Commission informed that her husband - a programme officer of an NGO namely Women's Educational Development Association (WEDA) left Imphal on October 22 for attending a programme sponsored by NABARD at Lucknow (Oct 25-27).Biren went missing after attending the programme, Leibaklei said adding that she had also lodged a missing person case with the Heingang Police station OC on November 29.The OC, on the same day transmitted messages to all police stations of the country through the SP and SDPO of Imphal East but no positive response was received from these police stations.
The rights panel had in February asked the DGP to submit a detailed report on the matter and in compliance with the proceedings the police had furnished a report.
In another case, MHRC yesterday sent a reminder to the police chief asking for a report pertaining to the alleged arrest of a youth by Leimakhong based Army personnel.
The followed a complaint petition by one Randhoni Devi, elder sister of the arrested youth identified as T Ibungomacha Singh (20) of Thanga Khunsem Leikai.
Ibungomacha was picked np by the Army personnel from Phumlou Boroi Makhong at around 7.30 pm of March 7, said the sister adding that no arrest warrant was furnished.
The Commission on March 11 asked the DGP to take all possible measure to ensure safety and life security of the arrestee as well as to place the report within March 17.
