Mobile SMS says 4 for 1 LPG refill

Perhaps this is a case of a technical goof-up or a human blunder.
Whereas an LPG consumer has been waiting his turn after taking one refill in the month of September, SMSs sent to his mobile phone said that he had received four refills during the same period.
The LPG consumer who sought anonymity is from Irilbung, Imphal East district and his LPG distributor is located in Imphal West district.
The consumer said that he went to the IOC office at BT Road one day and he came across a leaflet jointly published by the All Manipur Domestic LPG Consumers Welfare Association and the All Manipur People's Welfare Voluntary Association about certain points which must be understood by all LPG consumers.
The leaflet suggested all LPG consumers to send text message 'Indane LPG quota' to 7738299899 in order to compare the number of LPG refills received and recorded in the blue cards with the actual number of subsidized LPG refills entitled to each consumer within a particular period.
If any consumer has already two refills, he/she would reply SMS '2/12'.Likewise, '3/12' if he/she has already received three refills.
In case, the number of LPG refills actually received is not compatible with the number of refills purportedly received by the consumer as indicated in the reply SMS, he/she should lodge a complaint with the relevant authorities, the leaflet further suggested.
The number of refills written in cash memos as already received by consumers should be checked regularly.
All consumers should ask for cash memos which have names of consumers and their corresponding consumer numbers.
Again, it asked all consumers to send text message 'Indane subsidy' to 7738299899 in order to know the subsidy amount and time of receiving the subsidy.
The leaflet further asked consumers to send text message 'Indane DBTL Status' to the same mobile phone number in order to know their respective DBTL statuses.
As directed by the leaflet, the particular consumer sent text message 'Indane LPG quota' to the particular number from his registered mobile phone on October 1 .
A reply SMS was received on November 2 from VM Gas IODBTL.
The SMS reads "You have consumed 4/12 cylinders out of your quote for subsidized cylinders" .
"The SMS took me by total surprise as I received only one refill.
Either there is a serious technical flaw or a human blunder", he said.
"As if it was not enough, the subsidy amount of Rs 266 entered my bank account on October 3 although I booked for my next quota of subsidized LPG refill only on October 1", he added.
